For two years, thousands of Cubans both on and off the island participated in a Dialogue. Inaugurated in the year 2003 as the National Dialogue, this process has never excluded and still does not exclude anyone. In groups following a simple methodology, participants used the initial Working Document proposal as a basis for a free and peaceful discussion about the future of their country. Cubans on the island collected thousands of written recommendations and contributions from participants in this Dialogue and used them to draft a new proposal for Cuba’s future. The fruit of this process is the Program for All Cubans (Programa Todos Cubanos). Far from being over, this Dialogue continues, and the Program for All Cubans is a mere proposal that will become an instrument for change only when Cubans accept it, perfect it, and approve it legally in a referendum. The Program for All Cubans is humbly presented to all of Cuban society as a proposal to be studied and reflected on, as well as a resource toward a more human, just and freer society.
